Time Picker
The canonical way to take a time of day, and a date with one — never a native time or datetime input. TimePicker speaks "HH:mm" strings because a time of day has no date; DateTimePicker takes a Date, because an instant does.

Opening Hours
A half-hour step on a 24-hour clock, with the closing picker bounded by the opening one so a window cannot end before it starts.
Date and Time
One control for both halves of one answer — the calendar beside the list of times. Picking a day keeps the time and picking a time keeps the day, so the order does not matter.
